Default Towing insurance cancelled?

This is probably a very dumb question but ::::

Is it required that one own a boat to sign up for the Tow Boat USA
insurance?

It isn't "insurance," its a service. You don't need to own a boat to
use it because it applies to boats you own, borrow, or charter.
