Default Electrocuted (not quite) by outboard. - problem solved!

I told you so . . .

Now add a backup ground strap from the throttle lever or grip or whatever
bit you were getting the shock off and add checking the magneto base plate
to block ground to your annual maintenance list and you'll not get shocked
again.
