Doug, forgot to ask some of the key questions:

What is the weight of your boat vs anchor weight?

Boat is 15 Tons (43 feet). Anchor is 33#. Rated for a 53' to 65' boat.

What scope ratio were you using and length/type of chain?

100' all chain in 10 feet of water. Anchor just laid on its side and
dragged.
45# CQR set just fine after giving up on the Spade.

All anchors will find conditions that they don't like to set
in.

Heavy grass or kelp is difficult with most anchors except
fisherman type.

It sounds like you're pretty unhappy with your anchor. If
it's the 33# aluminum model I would be happy to take it off
your hands for $500 + shipping!
