Motor tilt lock

I have an 1983 40 hp evinrude, the cable on the handle that is used to
lock the motor in a raised position the plastic eye tab broke. My motor
is locked upright. I removed the cable but no luck in getting the motor
down. Any ideas so I can lower the motor.
