Actually, I have seen several places where scrap teak is kept and is
offered for sale at a good price. Fawcett Boat Supply in Annapolis
maintains a bin of scrap teak for sale.

The words inexpensive and teak do not usually appear in the same
sentance. There are lots of teak sources, none inexpensive unless you
can find a good scrap bin somewhere.

So does Brewer's Hardware/Woodworking Shop in Mamaroneck, NY. They
sell it by the pound and you can sometimes find usable pieces for a
small project.
