Portapotties ARE legal on ALL U.S. waters. However, Canadian law does
not allow any portable toilets...self-contained systems must be
permanently installed and fitted for pumpout only...and even that is
only enforced--IF it even applies to any other Canadian waters--to the
Great Lakes and other inland lakes.
