It's all of the derelict members/boat owners that abuse the facilities.
They figgure that they are paying their monthly fees, so the hell with
taking care or even putting garbage in the cans. "We pay people to do
that."
Oh, and those damned shackles and thimbles that they "require" to tie up the
boats.
