Default moisture in stringers.

Blank'89 Wellcraft coastal.. "Recent survey revealed some soft and rotten wood at junction point of the stringers and the transverse boards that go out to the curve of the hull.
there were limber holes there that were not completely glassed over during the manufacture. The remainder of the stringers are solid and test well. I have been advised that the affected sections could be removed and new wood and fiberglass constructed to solve the problem Is this the answer to the problem? Should anything else be considered and is this the usual method to alleviate the problem?
