from the Mississippi Dept of Wildlife, Fisheries, and Parks:

and ask when you can bring the boat by for inspection. In South
Mississippi, there's one officer that does all the inspections (a nice
guy, too.) He'll be in your area maybe one day a week. Bring the
boat by with all your receipts for materials used to build your boat,
and he'll give you your HIN and then you send in the registration
application to Jackson. You'll get your numbers in a week or so. The
inspector will give you a 30 day permit until you get your numbers in,
so you can use your boat right away. The inspection is not for the
purpose to judge seaworthiness or safety, but just to make sure your
boat is not stolen.

California does much the same thing, but they want to see that you
paid sales tax on the materials. I brought in over 100 receipts, but
had them taped to sheets of paper in descending value; the top three
sheets of paper had 80% of the cost of the materials, so they just
glanced at that and then signed off on it.

I went by the MI Sec of State office and picked up a Certification
form, which I need to fill out and submit for a $6 fee. If I do not
have evidence that I bought the materials then I must pay sales tax on
the boat. I have reciepts but they will require some digging in
boxes. Might be easier to just pay the tax. Anyway, I will let you
know what happens when I go back and turn in the paper work.

I had all my receipts, but at the CA DMV, they only looked at the top
two pages (I had them pasted on 8 1/2 x 11 paper in descending order,
so the top two sheets had about 50% of the costs on them.) So maybe
you'll get lucky.

I wonder how they figure out what amount of tax to charge if you don't
have receipts ... do they assign a value to the boat? Could be risky!
