right at a bridge. It looks to tight to pass under the bridge.

What's the problem exactly? If you think he's about to collide with the
bridge you sound the danger signal.

The tug boat is the stand-on vessel.

(b) A vessel of less than 20 meters in length or a sailing vessel shall not impede the passage of a vessel which can safely navigate

Tug and Barge and you are on the Gulf Coast probably in the Mississippi
Delta Area, since a sailboat under sail is involved on one of the ICW
canals leading from someplace like Pontchartrain to or from the Gulf. The
bridge in mind is most likely one crossing said canal system on Int.
510/LA47/Paris Road. Or someplace similar.
