I was doing it from memory while you had to look it
up. Besides, as the answers are written, C is NOT
a valid answer.

Rule 24 para f.....there's also a picture of same. but it helps to have
spent time on the Big Easy.

Memory doesn't count. A requirement is to always have a copy of ColRegs on
hand.

C is valid. And there is nothing wrong with looking answers up
in the book, if necessary. One requirement is that a copy of the
Navigation Rules must be carried on board.
This is an actual test question.
