the water injection system is above the waterline. Notice that the water
injection system is not shown in the line drawing, but that the aft end of the manifold is _at_ the waterline. The exhaust makes a 90* turn up from there, rises to 6 inches or more, then the injection system is installed and the water falls downward. The water injection opens into an area above the waterline.
