In my case it had to do with insurance. Taxes were a minimal factor. In the

Credit unions are made up of "members" Most credit unions keep the doors open by making money on loans to members to pay interest to it's savings account members. 0%interest deals are only available at retail when for example an electronics manufacture or a automobile manufacture is available to buy down the interest.
