I have been boating for years. Although there is some truth in what you
say.
If a person whom never had much experience gets out there -- oooh ya fun
time.
but still -- somebody F-up. not sure if it was the war ship or the sailboat?
maybe both.

The simple fact that the size difference in the ships is more than just
noticeable... the blame would be on the sailboater... he probably is one of
those who assumes that a sailboat always has the right of way.
