Certainly not in California. The only requirement is
that the skipper be sober... 0.08 just like a car.

No, Loco. Boats with 25 foot LWL can't possibly do better than 7 knots or so.
Hull Speed rule says so, right!?
You raced regular on a tricked out J30 and only saw 10 knots "once."

Yes .... while underway, when they are "on deck" [not in the cockpit] every
adult must wear a PFD. Children must always wear a PFD if they are not
within the cabin. I always wear a PFD even in the cockpit because I believe
in leading by example.

Yes.... plus it's amazing the effect it has on the local water cops....
they see everyone wearing PFDs and just wave as they go on by.... leaving my
booze cruisers alone. Appearance Horvath... it's important.

I imagine when they see you moor up stern too they must shake their heads in
awe.
