Default beginning,,,

A few of us at work are interested in getting a small speedboat (17') that
could pull
ski's or those round tyres for fun weekends

Where do we start ?

I can't see a FAQ and have tried Google to no avail.

Can we get a place to moor it on Hayling Island that would'nt cost the earth
?

what about a 17 foot speed boat wth engine for around £ 1,000 ?

do we need to get licences (insurance yes obviously)

If anyone can point me in the right direction I'd appreciate it
