As the former Skipper of the Mike Donlon I can correct and add some info.
She was built for the US Army Corps of Engineers -Philadelphia District , not the US Navy. To tend a crane barge named Titan. After the Titan was sold as excess she sat idle for years until Survey Branch took operational control of her. She was used to tow a side scan sonor. Note davit on starboard side fantail. Also she was a dayboat.
In August of 2010 she was "sold" [ taken over ] by the USACE Buffalo District , to be homeported in Cleveland Ohio.
