I presume the photo is taken at one of the locks on the Manchester Ship Canal. Presumption strengthened by the name of the paddle tug being "Old Trafford" During WW2, S.S.Manchester Progress was one the last ships to escape Rangoon (Dec 1941) and evade Japanese patrols and make a successful return to the UK. Later in the war she towed, without a naval escort, the crippled motorship "Forest" several hundred miles in the North Atlantic to safety in Iceland The paddle tug "Old Trafford" was built in 1907 and worked on the Manchester Ship Canal before being sold and renamed "Reliant" to work on the river Tyne.
