It's a fully refundable credit. Even if you owe no income tax. So while
he calls it an EIC, that's hardly what it is.

True. But that's a different issue. That could be solved by collecting
only the employer's share under some given income threshold. Leaving the
employee to keep his share of the tax when he needs it, every pay period.

I also have no problem with denying Soc. Sec. and Medicare to wealthy
people who can afford to live without it. Just so long as they have some
catastrophic coverage that prevents them from being wiped out.
