Default Gear oil change

What is the purpose of draining the monitor before the lower unit? The
other night I changed by lower unit oil. I just opened the screw at
the bottom, opened the monitor cap and left the loweer unit (in the
down position) drain into my pan over night. The next AM the monitor
was empty and even after opening the top plug all the lube was out.
So is draining the monitor just to make things go faster?
