"It appears that Senator Lisa Murkowski (R-Alaska) is holding up the Clean
Boating Act until it can be expanded to include commercial fishing vessels
as well. That's almost sure to rally enough environmental opposition to
kill this entirely....some folks are OK with Joe Blow's 38 Bayliner
discharging cooling water as it runs across the bay but not OK with an
offshore fish processor dumping spent chemicals and ballast water without a
permit.
