Yep - it's a version of a device called an external fixator. http://en.wikipedia.org/wiki/External_fixation It all depends on how bad the break is, the stability issue (with respect to how fractured the actuall fracture is (odd way to put it, but that's the way of it) where it's located and the age of the victim. Good luck to her - been there, done that and while it's not fun, at least she's young and the recovery time will be appropriately shorter.
