This was done in North Korea and Iran before Bush. The presence of
inspectors is almost meaningless.

Libya allowed inspections because he assumed (correctly) that because of
9/11, he would be on the hot list for retaliation. We also tracked and
captured an huge shipment of centrifuge components and diverted the cargo to
Italy for inspection, just a day or two before it would've been delivered to
Libya. Gadhaffi was busted so badly, it was impossible for him to tell the
CIA or IAEA that he was not trying to build nuclear weapons. With or without
inspectors, his game was over.
