Let me narrow it down for you, jeez. .....
If climate "is one in the same" as weather, then it could not possibly
be "weather averaged over time" That would be the same as saying a
mile is the same as a mile per hour.

I hadn't read the OP. Which newspaper would this be in? I sent an email to
the parks folks down there who said Falls Lake was down 9 feet and that
only one ramp (Highway 50?) was open. I'm praying for rain...in NC.

From what I gathered, the topo maps they had available at the time were not
as accurate as they are now and the depth (excavation) of the lake is off
up to 5' in some areas.

Not sure who's to blame here but
they realized the error before the lake was completed. Apparently
It was too late to correct the error at that point.

Bottom line.
The lake has less water that originally planned so they had
to jack with the height to make up some of the difference.

Sorry I can't provide better details, I only scanned it Sunday
night before retiring.
