R P M Problem

in neutral, 5000 rpm easy - in gear, 2000 rpm tops - top speed 5 mph -
control still goes all the way forward but the second half has no effect -

help ??

boat is 1968 Stamas w/ 283 chev marine engine - outdrive is OCM
