Boats are a lot like airplanes and we did the Airplane Mechanic thing right. It is ILLEGAL for an aircraft mechanic to sign off work on a civil certificated aircraft if he/she cannot speak and understand the English language. It is called safety and protects against many of those things encompassed by human factors.... not the least of which is communication.... which is obviously made more difficult by translations back and forth. So even if all of their workers are legal immigrants, they still have a need for the translation. They have a need to attend their local community college and learn to speak in the English language.
