If it's a vinyl overlay, then a heat gun on low will remove the tape.
Clean with acetone and replace the tape.

If it's layed under the gel coat, it needs to replaced by an
experienced glass repair person.

WD40 will also do a good job of removing the glue left after you
remove the decal.

The stripe is a vinyl overlay, so yes, using a low heat heat gun i
think should do the job.
