Default 1988 evinrude 90hp vro

i just installed 2 new thermostats in the engine and they dont open.
the engine is getting very hot. i would like to verify if i installed
them correctly. the thermostat cone or top of the t-stat is facing the
motor and the stem is facing into the housing where the 2 black houses
are attached. is this correct . and if it is, is there something else
that is causing them not to open

It sounds like you installed them correctly as the temperature element is
facing the water flow from the cylinder heads. One thing that will still
allow the motor to overheat is the blockage of the small bleed hole in the
black plastic housing where the thermostats mount. If there is no place to
bleed off the air when the motor is started, water may not reach the
thermostats and the engine will overheat. Also if the white plastic pressure
relief valves stick, the engine will overheat at higher speeds, but not at
low speeds.

The best fix for venting the thermostat housing is to file small notches in
the relief valves so there will always be a way for the trapped air to
evacuate and also provide a small water flow over the thermostat elements.
