Default windlass won't engage

The click indicates the control system is operating. The power
supply/ground to the windlass motor is open, or the motor is puked.

Or the gear drive is jammed, or the shaft bearings frozen, etc, etc.

Start with the simple things like checking the circuit breaker/fuse to
the windlass motor.
