Two major possibilities that I can think of:
1. Low voltage at the windlass motor due to a) bad connection
somewhere; b) low battery level; c) burned solenoid contacts.
2. Mechanical problem in windlass, ie, motor, bearings, shaft seals,
gear drive, etc.
Start with the simple possibilities by measuring the voltage at the
windlass when it is acting up. If low work backwards towards the
battery. If the voltage is low at the battery also, then that is your
problem. Otherwise, check connections for corrosion and check the
solenoid for voltage drop across the contacts.
Most mechanical issues will require a professional rebuild or
replacement.
Just to add, measure the voltage at the windlass motor while trying to
activate it. The voltage could appear to be OK without the windlass
electrical load applied. If it measures OK without activation, but low when
trying to activate, bad battery or bad connection between the battery and
the windlass motor is indicated.
