The statement Chuck made does not jive with the info you posted. *Am I

Chuck said it was "likely" that some sort of boating education
requirement might be required in MA, and linked a website with the
particulars for each state. Turns out that in MA a boater's kids must
have education cards before they can operate a boat without direct
adult supervision. Most states have some education requirements, and
it pays to check them out when inquiring about getting set up with
registration, etc, in a new state.
