As in 43 other states, it's likely you will need to qualify for a
Mass. "Boater's Education Card" to legally operate a boat in that
state.

A link to a web site outlining the Mass law is hardly a "misleading
guess".

In any event, boater education cards are not typically considered a
license.

My note that he would "likely" need a card and a direction to a source
to check out the particulars would have informed the OP that depending
upon his family situation, certain members of the family will need to
qualify for a card before operating a boat. I didn't intend to speak
as an authority on Mass. law, simply point out a consideration that
might have otherwise been overlooked.
