And this relates to boating how?

This is an admirable quest on your part and I applaud your dedication
to this cause - I share your enthusiasm as I have two charities that I
am very involved with. It is a good thing you are doing this.

I still have to wonder if this is appropriate for a boating newsgroup?

Not that I care - I'm just trying to define the ground rules for the
various participants so we know what is acceptable and what isn't.
