Great overhead shot of the traffic jam in SF Bay
Looks photoshopped to me.
Some sailboats have bigger wakes than power boats all sailboats are going "upwind" regardless of direction and having sailed thru the gate -- some sailboats outside are too small to safely go out & back in.
