In the Delta (I live in the bay area and boat there as well), there are countless boats scattered along the shores... abandoned. There's over a thousand miles of waterways in the Sac River Delta, so it's a problem. Some (as Bill says) are big suckers, barges and such. It seems to me that if the authorities were actively chasing down the owners, that part of the punishment would be removal of the vessel. But they sit there... stripped of anything useful, and most likely would sink if they weren't grounded. To me, it gives the area some character... it's not like it's garbage floating in the water.
