Nah. My definition of doctor is a bit nebulous. NOYB doesn't fit. NOYB just
slightly above the level of the detritus that collects in the gravel of a
fish tank that hasn't been cleaned in way too long.

Looks to be a Submarine Assist Vessel. A way to extract crew members
for what ever reason, ie. medical/ family emergency or possibly insert
or extract special forces, while the submarine is at sea. Keyport Sub
base is close to Anacortes. That's my story and I'm sticking to it.

Keyport isn't a Sub base, and its not close to Anacortes. Well at least
not as close as Sub base Bangor.

I stand corrected. Bangor is the sub base. I haven't been there in a
while. But if there were any research, test, development, evaluation
projects to come out of that area it would be Naval Undersea Warfare
Center Key Port, WA. As far as how close it is, All of the bases in the
Bremerton area considered part of Naval Base Kitsap.
