Can't be a refugee and an illegal immigrant at the same time. Once is
recognized as entering legally while the other is recognized as entering
illegaly.

I'm sure Bill understood that some 'new arrivals' could be classified as
refugee and some as illegal immigrants.
Most enter legally as our Federal Gov't has a policy to attract approx. 200k
yearly.
