Default It is once again time for a change

I just returned from the Pacific Fishery Management Council meetings in
Foster City, Cal. One of the biggies on the agenda is setting up an
Individual Quota system for boats like this. This doesn't sound too
difficult until you start to get into specifics.
The catchers want all the permits among themselves so they can sell to any
processor that gives the best price. The processors are demanding up to 50%
of the permits for themselves so they can control prices and make the
catchers work for them.
To further complicate matters, the govmint passed a law call the American
Fisheries Act (AFA). This act says Alaskan pollock fishers must be allowed
to move south to fish whiting and meanwhile, the council must write
regulations to prevent the pollock fishermen from impacting the whiting
fishery!
This has been going on for some years now and the council seems to be
incapable of resolving anything as the council is made up of fishermen from
these competing industries!
Govmint in inaction is something to behold.

Why would anyone want 73 perch. Fishing is a great past time. One only
needs a feed.
