Default 1970 Mercury 1150 Tilt and Trim Problem

Hello!

I have a 1970 Mercury 1150 outboard and I'm having a problem with the
power tilt and trim. I put the motor in the full-up position and filled
the reservoir. After I did this the motor stopped going down. I have a
maintenance book for this motor and the proper position to fill is in
the full-up position. I went through the steps of bleeding the system
and this did not fix the problem. When I press the up button on the
switch the pump motor runs and bogs down because the outboard is
already up. When I press the down button the pump motor sounds like
it's running normally but the outboard does not move. The outboard is
not locked in place. Every once in a while if I haven't touched it in a
few days I can get it to go down. Then I move it back up and can't get
it to go back down again.

Does anyone have any suggestions on what the problem might be? It seems
weird that this starts happening when I fill up the reservoir. I even
tried to take fluid out of the reservoir but that didn't help.
