Default Lost power steering

Hi, I've lost power steering on my 92 merc 454 bravo 1.
The fluid level in the pump does not reach the "hot" mark when hot or
move at all above the cold mark. I pulled the belt and turned the
pully by hand with the cap off and there is no fluid movement inside.
I'm assuming there should be. Is a new pump my only option? Can I do
any damage running it without the power steering? Thank you, Kevin
