Default Replacing Serpentine belt/pulley

I replaced the serpentine belt on my 98 2400 SCR last fall. Since they
no longer make the belt, I had to buy a conversion kit which required
replacing a pulley to accomodate the new belt (Sierra 18-15116). My
question is how do you know how far to put the pulley on? I was told to
put it on flush with the stem, but am having problems of the belt
misaligning.
