If he wants the Office of Sheriff, he not only has to be fair to all posters, he has to bend over backwards to give that impression. At this point there are too many posters he continues to scrap with on a regular basis. It's almost impossible for him not to show favoritism. He probably should resign his self appointed office until he can conquer his own demons.
