Volvo appears to be the only seller of their air filter part # 3827167 and
they are very proud of it, best price I've found is $130.00. Does anyone
know of a crossover number for this filter or of another that would work?

Have you tried a NAPA store?

Torresen Marine has it for $141 so $130 is probably a decent price.
Volvo has always been VERY proud of their parts. Air cleaners on a
boat should not need replacing all that often in my experience.
