The law doesn't specifically require a passport. The standard is that
you must be "able to prove to the satisfaction of the Customs examiner"

you bringing back? Ok, have a nice day" to a full blown third degree
with "park your car and bring your papers to the office". The reason
the passport has become the default document is that everybody, (even
Customs examiners), is expected to accept a valid US Passport as proof
of citizenship. Sometimes you can get by with a driver's license and a
copy of a birth certificate. (You can usually get by with a photo ID
and a copy of the birth certificate for your own minor children
travelling in your company). But if you get a grumpy examiner who wants
to put you through the most extreme number of hoops, a passport is
going to be needed to prove citizenship.

I'm referring to the current situation, which is what your tourism
folks, marinas, etc are wailing about.

How many provinces you got up there? We could use a few more states.
We'd get your natural resources (and it would take a couple of
generations to waste them as completely as we have wasted those below
the 49 N.) In return, of course, you would get unfettered traffic of
people and commerce across the entirely erased border. And just think,
you would wake up some morning and realize that your national leader
was George Bush! Let me ask you, what could possibly be better than
that? :-)

Ten provinces & three territories.
I think our tourism people are pulling a 'sky is falling' scenario in
anticipation of the 'dark day' when your new ID Card law comes into effect.
Let me see..what could compare with Bush being my president...?
How about a naked swim in our polluted harbour in January?

isn't an option on the automatic fill list, and can't be entered
manually.
However, I sent you a modest amount using the state designation AA as a
substitute for WA. I did get a receipt, but who knows if it will really
take with the bogus state address on the charge card? If the donation

It took! Damn, you're vicious! I doubled it as per above, but now I won't
be going fishing a couple times. Hell, I may have to give up golf too!
