Basically they add a noise signal to the reflected radar energy.

Add = transmit. I'd venture a guess that in the event of being caught with
said devices the legal expenses to attempt justifying it's possession would
well exceed any perceived savings.

They add, not transmit. Have to use the power from the radar unit. As
opposed to a transmitter.
