No federal crime if it is not an active transmitter. Some states, mine is
one, ban the passive jammers.

said devices the legal expenses to attempt justifying it's possession would
well exceed any perceived savings.

They add, not transmit. Have to use the power from the radar unit. As
opposed to a transmitter.
