The PRC keeps trying systems like that from time to time -- weighted voting,
proportional voting, multiple votes - anything that can be manipulated to
give advantage to the academic and welfare communities at the expense of the
working middle class. None of their attempts ever work worth a damn.

Massachusetts successful? Never for more than a few years concurrent. The
Great and General Court (the State Legislature - House: 137D-23R, Senate:
34D-6R) constantly tries to foist more and more freebie programs into the
budget. It is only because we seem to have a habit of electing Republican
governors most of the time that we can *sometimes* hold the give-aways in
check. But inevitably, after a few years of a prospering business
environment, the legislature goes crazy and blows the cash on another social
program so that when, again inevitably, the business cycle dips, they are
forced to cut, and cut they do - but never the social programs, oh no, road
maintenance, plowing, cleanup, rebate to towns, police, fire
dept....anything but the sacred cow social programs. Massachusetts
successful? Not really. Massachusetts runs like a sine wave. The only
reason some businesses operate here is the highly educated and skilled labor
supply. Others, like auto insurance underwriters, operate here because the
State forces them to by threatening to disallow other forms of coverage if
they refuse to take on auto business. etc., etc., etc........
