Default Jackplate fails

Well I'm getting the boat back together after it weathered Wilma very
well on its trailer with about 2 ton of water in it to hold her down.
The boat is about 2 years old, Carolina Skiff , Yammi 115four, and a
hydraulic jackplate. Well, last time I went out the jackplate would
lower the engine but not raise it (once or twice, but it did kick back
in). Now that I got the batteries back in and run the engine the
jackplate is stuck. I hear a switch (2 of them, one to raise one to
lower) close when I press the switch on console but no hydraulics...
Never did get any literature on the thing when I bought the boat, any
help appreciated.
