HI, have a question on NJ pwc laws. Both sons just got PWC's and both have a
Boating Safety Certificate issued by the state. Is this the same as a boating
licence to opperate?

No. They are only allowed to operate beyond the 12 mile limit, and
if there are no other boats around.
