Default Ghost in the Machine - unpredictable throttle

I took the Vita out Sunday, and after 30 minuets of 3800 rpm cruise, I began
to lose power. Then gain power. then lose again. The symptom settled into a
regular surge. Full power and shutdown to about 2200 rpm and back to full
power.... The engine runs fine at 2200. I thought perhaps fuel starvation or
crimped fuel line, but there is no evidence of that. The engine is a freshly
re-manned 7.4 with stock everything.

Any thoughts?
